This District has the authority "to use any one or more of the assessments or other funding mechanisms specifically authorized by the CID Act to provide funds to accomplish any power, duty or purpose of the District; provided, however, the District shall not have the authority to impose any assessment on any real property located in a special business district..." (Ordinance 67363, Section Two).

Member Requirements
Appointments require Board of Aldermen approval.Each Director, "during his or her term, must meet the following requirements:
1. be at least 18 years of age; and
2. either be an owner of real property in the District of the legally authorized representative of such an owner ('Owner'), or an owner of a business operating within the District or the legally authorized representative of such owner ('Operator')."
