Overview
The CID is made up of the two-block-wide area directly north of Busch Stadium, bounded by Clark on the south, Walnut on the north, Broadway on the east, and 8th Street on the west. The original CID (Ordinance 67411) did not include what was a small triangular area west of Stadium Plaza and east of 8th Street. The amended CID (Ordinance 68291) added that triangular area, making the CID a full rectangle.

Member Requirements
Appointments require Board of Aldermen approval.Under state statutes, the directors of the CID must be property owners or designees of the property owners. Like any other CID or SBD, they are appointed by the mayor, with approval from the BOA.
According to a subsequent development agreement with the City and the developer-owners of the site, the owners have agreed to designate two people (one picked by the mayor, and another picked by the comptroller) to serve on the board as representatives of business owners within the district. This is provided for in Section 2.14 of the Development Agreement executed in December 2012 and whose form was authorized by Ordinance 67411.
Section 2.14 Community Improvement District.
In response to a petition by the Developer, the City has established a community improvement district pursuant to the CID Act, to be known as the Ballpark Village Community Improvement District. The CID has been created solely for the purpose of providing tax revenues in addition to other Available Revenues for funding Reimbursable Development Project Costs paid or incurred in connection with the CID Project. The CID shall operate in accordance with the following:
(a) The CID’s boundaries shall consist of the Development Area.
(d) The CID’s board of directors shall consist of five (5) members, who shall be appointed by the Mayor of the City with the consent of the Board of Aldermen of the City. Developer agrees that it shall designate one (1) individual designated by the Mayor of the City and one (1) individual designated by the Comptroller of the City as the legally authorized representatives (pursuant to the CID Act) of two separate businesses operating within the District which are Related Entities to Developer, for the purpose of such individuals serving on the CID’s board of directors as representatives of such businesses.
