Overview

An ordinance renewing the Gardenside Subdivision Special Business District pursuant to Sections 71.790 through 71.808 of the Revised Statutes of Missouri, setting its boundaries, tax rate, initial rate of levy subject to the approval of the qualified voters, bonding authority, and uses to which tax revenue may be put; creating a board of commissioners.

The Gardenside Subdivision Special Business Distric (hereinafter referred to as the "District"), is hereby renewed for the area of the City described as follows:

Beginning at the intersection of the center lines of Kingshighway Boulevard and Interstate 44; thence eastwardly along the center line of said interstate to its intersection with the centerline of Tower Grove Avenue; thence southwardly along the centerline of said avenue to the intersection of the centerline of Magnolia Avenue; thence westwardly along the centerline of said avenue to the intersection of the centerline of Kingshighway Boulevard; thence northwardly along the centerline of said boulevard to the point of its beginning.

Authorizing Legislation

Ordinance 69099 (2012), 65508 (2002); Mo. Rev. Stat. Sections 67.1401 through 67.1571., approved May 23, 2002; voted on by voters of district on August 6, 2002 and passed.

Member Requirements

Appointments require Board of Aldermen approval.

Membership:

The Board of Commissioners shall consist of seven (7) members, and shall be appointed by the Mayor with the advice and consent of the Board of Aldermen, of whom five (5) members shall be owners of real property within the District or their representatives and two (2) members shall be renters within the District or their representatives; provided, however, that no employee or elected official of the City of St. Louis shall be a member of the Board of Commissioners.

Term of Office:

Each member of the Board of Commissioners shall serve for a four (4) year term (except as provided herein with respect to the initial members), with terms expiring as of December 31st of the designated year or when their successors are appointed as provided herein, whichever is later.
