Paul Payne

Paul W. Payne has been with the City of St. Louis Budget Division since 1988 where he served as a budget analyst and manager before ascending to deputy director and becoming Budget Director for the City in 2007. As Budget Director, he reports to the City’s Board of Estimate and Apportionment and is responsible for preparing the City’s annual budget, developing municipal revenue and expenditure forecasts, developing and managing capital budget processes and monitoring fiscal issues affecting revenues and expenditures throughout the fiscal year. Paul is a graduate of St. Louis University where he earned his Bachelor of Arts degree, majoring in Philosophy before moving on to earning his Master’s in Business Administration from the University of Missouri – St. Louis.
