CDA Launches 2025-2029 Consolidated Plan process

The City of St. Louis - Community Development Administration (CDA) is excited to announce the launch of the 2025-2029 Consolidated Plan (ConPlan) development process, a critical step in shaping the community's future in the realm of housing and community development.

What is the Consolidated Plan?
The Consolidated Plan is a comprehensive framework resulting from a consolidated planning process that unites the St. Louis community to identify housing and community development priorities. This effort aligns and focuses funding from Department of Housing and Urban Development (HUD) grant programs, including Community Development Block Grants (CDBG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons With AIDS (HOPwA) Program, and Emergency Solutions Grant (ESG).

This five-year plan is imperative for entitlement jurisdictions to receive federal funding distributed via formula grant programs by HUD’s Office of Community Planning and Development (CPD).

Needs Assessment and Market Analysis:
The ConPlan includes a meticulous needs assessment, aiming to evaluate affordable housing needs, community development needs, market conditions, and local resources and constraints. By conducting a thorough analysis, the city can make informed, data-driven investment decisions tailored to its unique requirements.

Public participation is a cornerstone of this planning process, involving consultation with community leaders, public hearings, and outreach to residents, particularly those within low-to-moderate-income (LMI) communities. This ensures that the needs and priorities of all citizens are considered in the development of the plan.

Establishing Priorities and Developing Strategies:
Building on the needs assessment and public input, the city will prioritize issues to be addressed over the next five years. The ConPlan will delineate strategies and action plans for utilizing HUD grants to tackle these priority needs. This includes allocating funds for community development, affordable housing, emergency shelter, homelessness prevention, and the unique needs of persons with AIDS.

Call to Action: Join the Consolidated Plan Steering Committee
To ensure a diverse and representative perspective, the City of St. Louis is inviting community members to join the Consolidated Plan Steering Committee. This committee will play a crucial role in shaping the development and implementation of the ConPlan.

Interested individuals are encouraged to participate by completing the Consolidated Plan Community Advisory Committee Application. Your voice matters, and this is an excellent opportunity to contribute to the future of our community. The application will be open until February 15, 2024.

Submission and Approval:
Once developed, the ConPlan will be submitted to HUD for approval. Upon acceptance, the city can proceed to implement the outlined strategies over the five-year period, adapting as necessary to meet the evolving needs of the community.
