Internal and Returning Candidates

Information about transfer, promotion, and procedures for previous City employees seeking to return.

If you are an internal candidate seeking a transfer or promotion, or a former City employee in good standing who would like to return to City employment, the application process may have some different or additional steps.

Internal Candidates

Candidates who currently work for the City of St. Louis in a civil service job can apply to transfer to a job that is:

  • in the same pay grade, or
  • the same job in a different department

Note: you must meet the minimum qualifications for the job.

To apply for a transfer:

  1. Have your appointing authority write a letter granting permission for the transfer.
  2. Apply for the position and indicate that you are a current employee on the application.
  3. Upload the signed transfer letter in the application system.

After you have completed the above two steps you will be placed on a transfer list and your name and application will be shared with departments who are hiring.

Applying for a promotion is the same as applying as a new candidate for a job.  Some openings can be deemed “promotion only” and will not accept external applicants.

If you left the city in good standing you can apply for re-employment within two years of separation by completing this form

The benefits of re-employment include:

  • resuming the job you left or a related position
  • resuming the same rate of vacation accrual you had when you left
  • pay rate begins where you left off

Email the form to Personnel at and they will contact you. If you have questions about this you can email
