Project Overview
Background
The City of St. Louis Board of Public Service has initiated a traffic study for Chouteau Avenue between Sarah Street and South Kingshighway Boulevard. The study will evaluate roadway conditions, traffic operations, and safety along the corridor, with a focus on improving multimodal access and reducing speeding. The goal is to identify design strategies that create a safer, more functional street connecting Forest Park to the Tower Grove Connector, while aligning with the City’s Blueprint for Arterials and Traffic Calming Engineering Guidelines.
Project Objectives
- Assess existing traffic patterns, safety issues, and roadway geometry.
- Develop options to calm traffic and improve safety for all users.
- Introduce a lower-stress bicycle facility connecting Forest Park to the Tower Grove Connector.
- Evaluate pedestrian crossings, ADA accessibility, and transit stop improvements.
- Prepare conceptual designs to cost estimates for proposed improvements.
Project Status
The city has reviewed the consultant's recommendations and is preparing to host an open house. A conceptual layout will follow based on public feedback.

- Summer 2025: Consultant selected; Notice to Proceed (NTP) issued
- Fall 2025: Preliminary traffic counts and field evaluations
- Winter 2025: Preparation of draft traffic study
- Winter 2025-2026: Public meeting to present roadway options
- Summer 2026: Submission of final traffic study
