Draft 2025 Consolidated Annual Performance And Evaluation Report (CAPER)
The City of St. Louis - Community Development Administration (CDA) will be soliciting comments on its draft 2025 Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is a comprehensive review of housing and community development activities undertaken in 2025 by the City of St. Louis. It is part of the Consolidated Planning process, which is a prerequisite to receiving funding allocations from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPwA).
Public Hearing Notice/Public Comment Period - CDA will conduct a hybrid virtual/in-person public hearings on Wednesday Mar 25, 2026 ⋅ 1:30pm – 2:30pm.
The purpose of the hearing is to solicit public comments on the 2025 CAPER.

Available for Review - The 2025 CAPER will be available in draft form for review on March 11, 2026 by any interested citizen before submission to HUD on the CDA website: www.stlouis-mo.gov/CDA/ and at CDA’s office.
Written Comments - The views of citizens, public agencies, and other interested parties are encouraged. Written comments or suggestions for the proposed 2024 CAPER may be addressed to CDA, 1520 Market, Suite 2000, St. Louis, MO 63103
or via email at CDA@stlouis-mo.gov.
Written comments will be accepted until March 27, 2026 at 5 PM
