Tornado Recovery Vacant Unit Turns: Rolling Application NOFA
On September 25, 2025, the Community Development Administration (CDA) issued a Notice of Funding Availability (NOFA) for Tornado Recovery Vacant Unit Turns: Rolling Application. The purpose of this notice is to issue a technical correction to section IV. Eligible Applicants.
In section IV. Eligible Applicants, CDA stated that eligible applicants include not-for-profit developers, Community Development Corporations & public governmental entities that own a portfolio of rental property. The technical correction will allow CDA to also include for-profit developers and landlords who currently own rental property(ies).
With the expansion of eligible applicants, this technical correction also states a priority for not-for-profit developers, Community Development Corporations & public governmental entities that own a portfolio of rental property.

The City of St. Louis Community Development Administration announces the availability of funding to facilitate the repair, maintenance and updates of vacant rental units for the purpose of providing rapid rehousing for City residents who have been displaced by the effects of the May 16 tornado. This funding only applies to rental properties located within the City of St. Louis. 
Tornado Recovery Vacant Unit Turns: Rolling Application is being funded through Rams Settlement funds that have been allocated to CDA in order to support citywide efforts to aid families in their housing and economic recovery following the most recent natural disaster affecting our area.
Rams Settlement funds administered through CDA may be utilized to assist with the costs of minor repairs (See definition qualifying repairs under “III. Eligible Activities”.) of vacant units. 
The CDA-assisted units are restricted to lease by families whose homes have become uninhabitable due to severe tornado damage. Available Funding CDA anticipates awarding approximately $2,500,000 in Rams Settlement funds. This figure is subject to change and additional funding becomes available.
Eligible Activities Rams Settlement funds may be used to repair, maintain or update vacant rental housing units. Units must be rented to families who have been identified through a case management agency as in need of rapid rehousing as a direct result of the May 16th 3 tornado.

NOTE: Applicants should apply as soon as possible for this funding. Applications will be reviewed and rated on a rolling basis to ensure units are renovated and occupied by December 31, 2025.
