A Memo from the Director of Personnel

 Beginning in 2014, the health care reform law (otherwise known as the Patient Protection and Affordable Care Act of 2010, or ACA) requires nearly all Americans to have medical coverage or pay a federal income tax penalty (also referred to as an Individual Mandate).  I want to take this opportunity to assure you that if you are currently enrolled in the City of St. Louis medical plan you meet this requirement and will not be subject to any penalty.  If you are currently eligible for healthcare coverage as a City employee, you have access to comprehensive, cost-effective health insurance.  The City pays a portion of the overall cost of medical insurance, passing on a lower rate to you which you can pay for on a before-tax basis, saving you even more money.

The Summary of Benefits for employees enrolled in the City of St. Louis medical plan is on the Department of Personnel website.  Simply go to the following site and select Employee Benefits where information regarding medical and prescription drug coverage is available.

If you are not currently enrolled in the City of St. Louis medical plan, you must obtain coverage from another source, such as your spouse or domestic partner's employer, a parent (for dependents up to age 26), or the new Health Insurance Marketplace.

The notice in the associated document linked on this page provides required information about the Public Health Insurance Marketplace, which was created as part of the ACA.  Beginning in October 2013, most Americans will have the option to buy insurance for 2014 through a Public marketplace.
