Overview

The Board of Directors of East West Gateway Council of Governments is the metropolitan planning organization for the bi-state area. The Board of Directors has the responsibility of selecting the road, bridge and transit projects in the region that will receive federal funds.

The Mayor of the City of St. Louis is an ex-officio member of the Board of Directors. The Mayor additionally appoints one "Regional Citizen" to be a voting member of the Board of Directors.

Board Duties and Purpose

The East West Gateway Council of Government may conduct all types of research studies, collect and analyze data, prepare maps, charts and tables, and conduct all necessary studies for the accomplishment of its other duties; it may make plans for the physical, social and economic development of the region, and may adopt by resolution any plan or the portion of any plan so prepared as its official recommendation for the development of the region; it may publicize and advertise its purposes, objectives and findings and may distribute reports thereon; it may provide advisory services on regional planning problems to the local government units within the region and to the other public and private agencies in matters relative to its functions and objectives, and may act as a coordinating agency for programs and activities of such local units and agencies as they relate to its objectives.

All public officials shall, upon request, furnish to the regional planning commission, within a reasonable time, such available information as it requires for its work. In general, the regional planning commission shall have all powers necessary to enable it to perform its functions and promote regional planning. The functions of the regional planning commission shall be solely advisory to the local governments and local government officials comprising the region.

7. Regional Citizen or elected county or municipal official from the County of Madison, IL to be appointed by the Chairman of the County Board of Madison County, IL

8. Regional Citizen or elected county or municipal official from the County of St. Clair, IL to be appointed by the Chairman of the County Board of St. Clair County, IL

9. President, Southwestern Illinois Metropolitan and Regional Planning Commission

10. Mayor, City of St. Louis, MO

11. Presiding Commissioner, Jefferson County, MO

12. County Executive, St. Charles County, MO

13. County Executive, St. Louis County, MO

14. Mayor or other elected official of member city of the St. Louis County Municipal League to be selected by the membership of said organization

15. President, Board of Alderman, City of St. Louis, MO

16. Presiding Commissioner, Franklin County, MO

17. Elected county or municipal official from the County of St. Louis, MO to be appointed by the County Executive of St. Louis County, MO

18. Elected county or municipal official from the County of St. Charles, MO, to be appointed by the County Executive of St. Charles, MO

19. Elected county or municipal official from Franklin and Jefferson counties, MO, provided, however, that this seat shall not be held by a resident of any one county for more than one year, to be appointed by the Presiding Commissioners of Franklin and Jefferson Counties respectively

20. Regional Citizen or elected county or municipal official from the County of St. Louis County, MO
