Russell Subdivision, a subdivision according to the plat thereof as recorded in Plat Book 53, Page 21 of the St. Louis City Records, located in City Blocks 2137, 2138, and 2148, City of St. Louis, Missouri and the adjacent right-of-way to the eastern curb of S. Jefferson Avenue..." (Ordinance 69138, Section One).

Ordinance 69138; Mo. Rev. Stat. Sections 67.1401 through 67.1571.
Member Requirements
Appointments require Board of Aldermen approval.Each Director "during his or her term, shall meet the following requirements:
a) be at least 18 years of age; and
b) either be an owner of real property or their legally authorized representative within the District ('Owner'), or
an owner of a business or a legally authorized representative of a business operating within the District ('Operator')" (Revised Petition to Establish, Section Four).
Successor Directors "shall be appointed from a slate approved by the Directors and by the Mayor with the consent of the Board of Aldermen" (Revised Petition to Establish, Section Four).
