Overview
A community improvement district, to be known as the “La Collina Community 3Improvement District” (hereinafter referred to as the “District”), is hereby established pursuant to the CID Act on certain real property to construct improvements, impose special assessments and carry out other functions as set forth in the petition, which is attached hereto as Appendix A and incorporated herein by this reference.
The District boundaries are set forth in the map included in the Petition and are generally described as follows (and are more particularly described in the Petition): A tract of land in blocks 4084, 4085, 4092, and 4093 of the City of St. Louis, Missouri, bounded by property owned by Missouri Pacific Railroad on the East, and including Daggett Avenue on the North, Hereford Street on the West, and Bischoff Avenue on the South, but excluding therefrom those certain properties located in city block 4085 and fronting on the east side of Hereford Street, being numbered as 2002 Hereford, 2004 Hereford, 2006 Hereford, 2008 Hereford, 2010 Hereford, 2012 Hereford, and 2014 Hereford.

Board Duties and Purpose
The District is authorized by the Petition, in accordance with the CID Act to impose a special assessment upon real property within the District, to provide funds to accomplish any power, duty or purpose of the District.
The District is authorized by the CID Act, at any time, to issue obligations, or to enter into cooperative agreements as provided for in Section 67.1491.4 of the Revised Statutes of Missouri with other entries with the authority to issue obligations, for the purpose for carrying out any of its powers, duties, or purposes. Such obligations shall be payable out of all, or any part of any property or any interest in any property by mortgage or any other security interest granted. Such obligations shall be authorized by resolution of the District, and if issued by the District, shall bear such date or dates, and shall mature at such time or times, as the resolution shall specify. Such obligations shall be in such denomination, bear interest at such rate or rates, be in such form, be payable in such place or places, be subject to redemption as such resolution may provide and be sold at either public or private sale at such prices as the District shall determine subject to the provisions of Section 108.170 of the Revised Statutes of Missouri.
The District is also authorized to issue such obligations to refund, in whole or part, obligations previously issued by the District.
Member Requirements
Appointments require Board of Aldermen approval.The Petition provides that the District shall be governed by a Board of Directors consisting of five (5) individual directors (collectively the “Directors” and each a “Director”). The Directors must be at least 18 years of age and be either (a) an owner of real property within the La Collina Community Improvement District (the "District") or (b) a registered voter residing in the District.
The first Board of Directors shall serve staggered terms according to section 3 of the bylaws. All shall hold office until their successors have been elected and qualified. Successors shall be selected as follows:
Successor Directors to serve a new term or to fill a vacancy on the board of Directors, shall be appointed by the Mayor of the City with the consent of the Board of Aldermen, from a slate of directors prepared by the Board of Directors and presented to the Mayor. Any successor Director so appointed shall serve a term of four (4) years, and until their successors are elected and qualified.
