The District "may, upon approval by the qualified voters of the District, impose a sales and use tax on all retail sales made in the District at a rate not to exceed one percent" (Ordinance 70384, Section One).

Ordinance 70384; Mo. Rev. Stat. Sections 67.1401 through 67.1571.
Member Requirements
Appointments require Board of Aldermen approval.According to the Petition to Establish, each Director, "during his or her term" must be
(a) at least 21 years of age; and
(b) an owner of real property within the District or its legally authorized representative ('Property Owner'), or be an owner of a business operating within the District or its legally authorized representative" (page 5).
Additionally, of the five Board members:
(a) at least three Directors shall be Property Owners;
(b) one shall be nominated by the Executive Director of the St. Louis Development Corporation; and
(c) one Director shall be nominated by the Comptroller of the City of St. Louis" (Petition to Establish, page five).
