Increasing Meal Production and Infrastructure

Summary

A. The overall purpose and/or reasons for the bill. The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services ("DHS"), on behalf of the City of St. Louis, for the St. Louis Area Agency on Aging to enter into a contract agreement with the Missouri Department of Health and Senior Services to increase meal production and infrastructure. Attached is Exhibit A, the Meal Expansion Subaward and Scope of Work. The Department of Human Services via the St. Louis Area Agency on Aging (SLAAA) staff and subcontractors will plan and implement meal expansion and infrastructure for the senior nutrition program which will benefit persons over the age of 60 and adults living with disabilities that receive meals at or from multiple senior centers and nutrition sites throughout the City of St. Louis. The term of this award agreement begins on July 1, 2023 and lasts until June 30, 2024. SLAAA and its subcontractors will use the award to purchase commercial stoves, additional freezers, generators, and other necessary equipment to improve the senior nutrition program. The City of St. Louis will receive an award in the amount of $305,000. B. What the bill will do. This bill authorizes the Department of Human Services through the St. Louis Area Agency on Aging to enter into the contract agreement for 1 year with the Missouri Department of Health and Senior Services. C. The main components of the bill. This includes an overview of its significant provisions and/or sections. Allow the Department of Human Services through the St. Louis Area Agency on Aging to enter into the contract agreement to increase meal production and make improvements for the senior nutrition program. D. The impact the bill will have on the community. This will allow SLAAA and contracted service providers to expand meal capacity and infrastructure to help seniors access nutrition services.
