An ordinance authorizing and directing the Director of Streets to temporarily close, barricade or otherwise impede the flow of north-south traffic on Whittier Avenue between Maryland and McPherson by blocking said traffic flow five feet north of the mouth of the alley that divides said streets, and containing an emergency clause.
