An ordinance pertaining to parking in the 2900 block of University Street, permitting vehicles to park on either side of the street without regard to the direction of traffic and notwithstanding the provisions of Section 831.010 (1)(a) and Section 827.100 of Ordinance 57831, approved April 19, 1979; and containing an emergency clause.
