71806 (CAFFE) Program Grant Funds
This Board Bill, recommended by the Board of Estimate and Apportionment, authorizes the City of St. Louis Treasurer’s Office to accept Cities Addressing Fines and Fees Equitably (CAFFE) Program grant funds of up to an initial amount of $10,000.00, plus a subsequent anticipated amount up to $35,000.00 for project implementation, by entering into a Memorandum of Understanding with the National League of Cities for the purpose of working with Municipal Courts and the Mayor's Office to create a financial empowerment program; appropriates such funds to the St. Louis Treasurer’s Office; authorizes the expenditure of such funds, to the extent received; and contains an emergency clause.

The proposed bill amends Ordinance Number 71430 and Ordinance Number 71647 to amend the definition of Complaint, to require the acceptance of anonymous complaints, requiring member orientation and member training for the COB and DFOB, allowance of Independent legal counsel with certain provisions and to be procured from the budget of the Division of Civilian Oversight, and requiring specific entities to appear before the COB or DFOB only when their presence could potentially interfere with criminal or civil proceedings; and containing an emergency clause.

BOARD BILL NO. 145 INTRODUCED BY ALDERMAN FLOWERS An ordinance authorizing and directing the Director of the Department of Human Services, on behalf of the City of St. Louis, to accept a Grant Award from the Missouri Department of Corrections in the amount of $250,000.00 and to expend those funds for Re-entry Services for Former State Offenders, as set forth in the Memorandum of Understanding attached as Exhibit A; appropriating said funds and authorizing the Director of the Department of Human Services, upon approval of the Board of Estimate and Apportionment, to expend such funds as permitted by the Memorandum of Understanding – Grant Award; and containing an Emergency Clause.
