B.B.#67 – Coatar - An ordinance to terminate and dissolve the Orpheum Theater Community District pursuant to the Community Improvement District Act, Sections 67.1401 – 67.1575 of the Revised Statutes of Missouri.

An ordinance recommended by the Board of Public Service authorizing the 2018 St. Louis Works and the 50/50 Sidewalk Programs City Wide providing for the construction and reconstruction of gutters, streets, driveways, spot curbs, sidewalks, alleys, traffic controls, beautification, tree planting, resurfacing and related engineering adjustments listed herein, appropriating $5,300,000.00 from the Street Improvement Fund; containing sections for description of the work, approval of plans and specifications, work and material guarantees, estimated costs from City funds and supplemental agreements and reversion authorizations, applicable state and federal wage rate requirements, equal opportunity provisions, the Mayor's Executive Orders, contract advertising statutes, and a public work emergency clause.

An ordinance adopting and approving redevelopment projects for Redevelopment Project Area 3, as described in the Amended and Restated St. Louis Innovation District Tax Increment Financing Redevelopment Plan; adopting tax increment financing within Redevelopment Project Area 3; establishing the RPA 3 Account of the St. Louis Innovation District Special Allocation Fund; authorizing the execution of a First Amendment to Amended and Restated Redevelopment Agreement between the City, and St. Louis Innovation District, LLC; prescribing the form and details of said agreement; authorizing certain actions by City officials; and containing a severability clause.

B.B.#248 – Roddy - An ordinance recommended by the Board of Estimate and Apportionment authorizing and directing the issuance and delivery of one or more series of tax increment revenue notes (St. Louis Innovation District/RPA 3 Redevelopment Project) Series A, Series B, and Series C in an aggregate principal amount not to exceed $18,400,000, plus costs of issuance, for certain Reimbursable Redevelopment Project Costs associated with Redevelopment Project Area 3 of the St. Louis Innovation District Redevelopment Area in accordance with the terms of the Redevelopment Agreement; and containing a severability clause.

An ordinance approving a Redevelopment Plan for 300 South Broadway.

BOARD BILL #199 INTRODUCED BY ALDERMAN JOSEPH RODDY An Ordinance affirming adoption of a redevelopment plan, redevelopment area, and redevelopment project; authorizing the execution of redevelopment agreement between The City of St. Louis and FoPa Partners, LLC; prescribing the form and details of said agreement; designating FoPa Partners, LLC as developer of the redevelopment area; making certain findings with respect thereto; authorizing other related actions in connection with the redevelopment of certain property within the redevelopment area; and containing a severability clause.

BOARD BILL NO. 146 INTRODUCED BY ALDERWOMAN FLOWERS An ordinance recommended and approved by the Director of Human Services and the Board of Estimate and Apportionment, authorizing and directing the Mayor and the Comptroller of the City of St. Louis (the “City”), with the recommendation of the Director of the Department of Human Services, via the Homeless Services Division (HSD), on behalf of the City of St. Louis, to accept, enter into, and execute on behalf of the City, Grant Agreement Awards offered by the the United States of America (the “Grant Agreements”, acting through the U.S. Department of Housing and Urban Development (HUD) the Grant Agreements to provide for the reimbursement or payment to the City for the United States of America’s share of eligible costs incurred for City approved eligible programs furthering the work of the Continuum of Care under the Grant Agreements; and specifically authorizing and directing the acceptance of the 2015 Continuum of Care Homeless Assistance Planning Project Grant Application in the amount of $336,892.00, and future Continuum of Care Grant awards, and directing the Director of Human Services to expend those Planning Grant Funding funds to accomplish and further the work of the Continuum of Care (CoC) as indicated in the Continuum of Care Program regulation (Federal Register Vol. 77 No. 147 dated Tuesday, July 31, 2012) pertaining to CoC (24 CFR part 578.7(a)(9) and 24 CFR part 578.9 (a)(3)(ii) and (b) ) and the 2015 Grant Agreement Award (MO0205L7E011500), the application for which as attached as Exhibit A; appropriating said funds and authorizing the Director of the Department of Human Services, upon approval of the Board of Estimate and Apportionment, to expend such funds as permitted by the Continuum of Care Program regulation (Federal Register Vol. 77 No. 147 dated Tuesday, July 31, 2012) pertaining to CoC (24 CFR part 578.7(a)(9) and 24 CFR part 578.9 (a)(3)(ii) and (b) ) and the Grant Agreement Awards (MO0205L7E011500); and containing an Emergency Clause.

BOARD BILL #201 Introduced by Alderwoman Marlene Davis An ordinance authorizing and directing the Mayor and Comptroller of the City of St. Louis to enter into a Lease Agreement with The Urban League of Metropolitan St Louis, to lease property located in City Block 3748 of the City of St. Louis, for a period of Ten (10) years with two additional five year options, and for the purposes of creating a mixed use service delivery facility, and other self-improvement activities as well as office space for administrative needs.
