2022 Flood Recovery CDBG-DR Healthy Home Repair
The City of St. Louis has received Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD) to provide disaster-related home repair assistance to eligible homeowners whose properties were impacted by the flooding that occurred from July 25, 2022 through July 28, 2022

The City of St. Louis Community Development Administration (CDA) is making $6.8 million in Community Development Block Grant–Disaster Recovery (CDBG-DR) funding available to help eligible homeowners repair damage caused by the July 2022 flooding.
The 2022 Flood Recovery CDBG-DR Home Repair Program provides assistance to homeowners whose properties were impacted by flooding in the City of St. Louis between July 25 and July 28, 2022 and who continue to have flood-related repair needs.

Applications will be accepted through October 15, 2026.
Homeowner Eligibility
To qualify, applicants must meet applicable program requirements, including:
- Ownership and Occupancy: The home must have been owned and occupied by the applicant as their primary residence during the July 2022 floods.
- Unmet Repair Need: Flood-related repairs cannot have already been paid for by FEMA, the U.S. Small Business Administration, private insurance, the National Flood Insurance Program or another source.
- Property Title: Applicants must have clear title to the property.
- 1–4 Unit Properties: The owner must live in one unit, and the remaining units must be occupied by low- to moderate-income households.
- Flood Insurance: Properties located in a Special Flood Hazard Area (SFHA) [www.floodsmart.gov] must purchase and maintain flood insurance. The program may provide assistance with this requirement. Income Eligibility and Priority
Priority will be given to low- to moderate-income (LMI) households with incomes at or below 80% of Area Median Income (AMI).
Households with incomes between 81% and 120% AMI may also qualify under HUD’s Urgent Need (UN) National Objective. Households above 120% AMI are not eligible.
