Summary
Neighborhood Plan Implementation NOFA ($1.5 million) – This funding, sourced from Economic Development Sales Tax revenue, will support large-scale implementation of adopted neighborhood plans. Eligible plans include the WeCollab Reinvestment Plan (2023), North Central Plan (2021), and Design Downtown STL (2020). Projects will focus on place-based catalytic investments that align with community-driven goals.
Eligible Activities
Awarded funds must be used to support the implementation of a neighborhood plan that has been adopted by the City of St. Louis Planning Commission within the last 6 years or anticipates adoption by July 1, 2025.

The funding for this NOFA comes from Ordinance 70435, adopted in 2017, which raises a sales tax to fund economic development. Included in these collected funds is the charge to create real and lasting neighborhood revitalization. A portion of the funds raised by the Economic Development Sales Tax (“EcoDevo”) are reserved for large targeted, place-based investments.
In 2017 City Voters adopted Ordinance 70435 enacting a half-cent Economic Development Sales Tax. Ten percent of this revenue is dedicated to neighborhood revitalization, with a focus on placed-based catalytic investments designed to support the implementation of neighborhood plans.
