Summary
The Community Development Administration (CDA) serves as the City of St. Louis’ clearinghouse for federal, state, and local funds. CDA works to implement the Mayor's economic justice agenda by funding a wide range of public and nonprofit entities to provide public services, build affordable housing, combat blight, and conduct various other community development activities.
As an entitlement community, the City of St. Louis receives annual funding from the following programs: 1) Community Development Block Grant (CDBG); 2) HOME Investment Partnerships (HOME); 3) Emergency Solutions Grant (ESG); and 4) Housing Opportunities for Persons with AIDS (HOPWA). These programs are intended to benefit low- and moderate-income households in the City of St. Louis, neighborhoods with a majority of low- to moderate-income households, and the city as a whole through the prevention or elimination of slums and blighted conditions.
This Annual Action Plan is developed in accordance with the 2025-2029 Consolidated Plan, which identifies strategies, program priorities and targets for the allocation and use of CDBG, HOME, ESG and HOPWA funds as well as criteria for evaluating program success.
The 2026 funding allocations are estimated below based on last year’s awards (will be updated once 2026 allocations are announced and according to the City of St. Louis’ Citizen Participation Plan).
Community Development Block Grant (CDBG): $17,483,965.00
HOME Investment Partnerships Program (HOME): $2,453,788.00
Emergency Solutions Grants (ESG): $1,546,915.00
Housing Opportunities for Persons with AIDS (HOPWA): $3,136,273.00
