City of St. Louis 2023 Affordable Housing Report

Thank you for taking the time to peruse the City of St. Louis 2023 Affordable Housing Report. This report grew out of a series of conversations between the Community Development Administration (CDA) and the Board of Aldermen back in 2019. At the request of the aldermanic committee on Housing, Urban Development and Zoning, CDA issued a request for proposals and ultimately contracted with RISE for the creation of this report in early 2020. We would like to express our sincere appreciation to RISE, the Lochmueller Group, +BlackArc Design, and members of the advisory committee for their leadership in creating the City of St. Louis Affordable Housing Report.

Today, it is essential to note this report represents a snapshot in a particular place and time. Launched in early 2020 but delayed by the pandemic, the City of St. Louis 2023 Affordable Housing Report captures a pre-pandemic data landscape and focuses solely within the City’s boundaries. While context and data have surely changed, this report is a foundation for understanding the challenges and opportunities before us as we work to make quality housing attainable for all.  CDA will also be updating much of this data analysis over the coming year through our 2025-2029 Consolidated Planning process, which will involve ongoing public participation through 2024.
