In 2017 City Voters adopted Ordinance 70435 enacting a half cent Economic Development Sales Tax. Ten percent of this revenue is dedicated to neighborhood revitalization, with a focus on placed based catalytic investments designed to support the implementation of neighborhood plans.

This NOFA announces the availability of $1,600,000 of economic development sales tax funding from the City of St. Louis acting by and through the Community Development Administration (CDA) to facilitate the implementation of two adopted neighborhood plans. This NOFA seeks to provide two awards for large scale neighborhood plan implementation which will leverage additional funds.

Awarded funds must be used to support the implementation of a neighborhood plan that has been adopted by the City of St. Louis Planning Commission within the last 6 years, these include: 

- WeCollab Reinvestment Plan (West End & Visitation Park Neighborhoods) (2023)

- North Central Plan (Vandeventer and Covenant Blu-Grand Center) (2021)

- Design Downtown STL (Downtown, Downtown West Neighborhoods) (2020)

- Gravois Jefferson Historic Neighborhoods Plan (Benton Park West, Gravois Park, Northeast Dutchtown Neighborhoods) (2018)

-  Skinker DeBaliviere Neighborhood Urban Design and Development Plan (Skinker-DeBaliviere Neighborhood) (2018)
