Funding for the following activities is needed on an emergency basis due to a declared disaster and comment periods are being combined in accordance with 24 CFR 58.33 (b).
As of the date of this publication, the City of St. Louis (“the City”) is submitting a request to the U.S. Dept. of Housing & Urban Development (HUD) for the release of the City’s Federal HOME Investment Partnerships Program (HOME) funds, under Title II of the Cranston-Gonzales National Affordable Housing Act, as amended; to undertake the following project:
Project Title: New Northside Rehabs – North Newstead Association (NNA)
Purpose: Repair and rehabilitation of 113 affordable units maintained in NNA’s portfolio in the Penrose, O’Fallon and Greater Ville neighborhoods, many of which sustained damage from the May 16th tornado, to assist households making 60 percent or less of the Area Median Income.
Location: Locations to be determined, in the Penrose, O’Fallon and Greater Ville neighborhoods
Estimated Cost: Total development cost of this project is approximately $22,839,240, with an estimated $1,000,000 of funding coming from St. Louis City’s Year 2024 Federal HOME Program Funds, Grant #M-24-MC-29-0500, and awarded in the Spring 2024 NOFA.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. Additionally, an Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the City’s CDA, at the address listed above, and may be examined or copied, by appointment, weekdays 8 A.M to 4 P.M, or visit https://cpd.hud.gov/cpd-public/environmental-reviews to review the HUD ERR.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Trey McCarter, CDA, Community Development Planner III, at the address listed above or to the HUD St. Louis Field Office at the email address provided at the end of this notice. Commenters should submit their comments to both HUD and the City (acting as the Responsible Entity) to ensure they will receive full consideration. All comments received by 9/28/2025 will be considered by the City and HUD prior to authorizing a release of funds.
RELEASE OF FUNDS
The City certifies to HUD that, Nahuel Fefer, in his capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City to use the City’s above-referenced HUD program funds.
OBJECTION TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City; b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58.76) and shall be addressed to the HUD St. Louis Field Office, CPDRROFSTL@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
