These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Perpetual Care Group Home for Veterans (“The Developer.”)


REQUEST FOR RELEASE OF FUNDS

On or after 6/12/2026, the City of St. Louis (“The City”) will authorize the Developer to submit a request to the U.S. Dept. of Housing & Urban Development (HUD) for the release of HUD’s Office of Community Planning and Development Economic Development Initiative – Community Project Funding grant funds under the Consolidated Appropriations Act of 2024 (P.L. 118-42) and the Further Consolidated Appropriations Act of 2024 (P.L. 118-47), as amended, to undertake the following project:


Project Title: Perpetual Care Group Home for Veterans Independent Veterans Community Project

Purpose:  New construction of a two-story, thirty (30) bedroom, 5,977 sq. ft. transitional living facility for veterans. Facility will also provide 24-hour care and wraparound services.

Location: 2400 North Sarah Street, St. Louis, Missouri 63113

Estimated Cost: Total development cost of this project is approximately $1,300,000, with $900,000 of funding coming from HUD’s Office of Community Planning and Development Economic Development Initiative funds, Grant B-24-CP-MO-1257. 

FINDING OF NO SIGNIFICANT IMPACT

The City has determined that the project will have no significant impact on the human environment.  Certain conditions will apply to this project. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City CDA, at the above address, where the ERR is available for review and may be examined or copied weekdays, 8 A.M. to 4 P.M., or visit https://cpd.hud.gov/cpd-public/environmental-reviews to review the HUD ERR.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Trey McCarter, Community Development Planner III, CDA, at the address listed above.  All comments received by 6/11/2026 will be considered by the City prior to authorizing submission of a request for release of funds.  Comments should specify which notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City certifies to HUD that, Matt Moak, in his capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Developer to use the above-referenced HUD Program funds. 

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:  a) the certification was not executed by the Certifying Officer of the City;  b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of the release of funds by HUD; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58.76) and shall be addressed to the HUD St. Louis Field Office, CPDRROFSTL@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
