Summary
CDA is seeking contractors to perform exterior rehabilitation and repair services for 16 qualified commercial businesses within the City of St. Louis through a Pilot Commercial Facade Improvement Program.
The primary goals of the Commercial Façade Improvement Program are to remove accessibility barriers, facilitate investment, support small business, catalyze neighborhood growth, connect communities with vibrant commercial corridors, and achieve significant visual improvements in commercial facade appearance across the city.
CDA is seeking contractors that can begin work immediately as projects are assigned. Respondents should demonstrate the capacity to complete a significant number of commercial projects and the ability to fulfill this requirement. Respondents should define previous work experience, including the number and types of repairs completed and related timelines, from start to finish.
The Commercial Facade Improvement program may include, but is not limited to, the installation or repair of awnings & canopies, entrance doors, windows, and signage, exterior painting, exterior lighting, exterior building cleaning, enhancements to the historic nature of the building, masonry tuckpointing repair, and ADA compliance upgrades.
Any repairs which disturb a painted surface in a building constructed before 1978 will require an EPA Renovate Right certification and evidence of requisite training certificates for the team members performing the work.
CDA will receive sealed bids from General Contractors and Subcontractors for the Commercial Façade Improvement Program RFP for Contractors until 4:00 pm CST on Friday, September 10, 2025.
