Fiscal Monitoring

Fiscal Monitoring process and main areas of review.

CDA will conduct a fiscal monitoring site visit on each operating agency that expended CDA administered federal and/or state funds during the current City of St. Louis fiscal year. Visits will generally be scheduled based on the date of the last monitoring visit, amount of expenditures and size of program.

  • Documentation and Data Acquisition
  • Analyzing Data

  • Fiscal Monitoring Letter

High risk concerns that may be cause for increased or unscheduled fiscal monitoring

  • Program irregularities
  • High turnover of staff
  • Inability to complete and/or submit required documentation and reports
  • Notification of possible federal and state regulation violations
  • Notification of improper use of funds
  • Agencies not previously or recently funded with the block grant or by CDA
