City of St. Louis Opens Emergency Stabilization Program RFPs to Support Tornado Recovery
RFPs to close June 20, 2025, for Tornado-Damaged Residential Building Stabilization Services and Program Management Services–Emergency Stabilization.
As part of the City’s continued commitment to supporting impacted residents following recent tornado damage, two key Requests for Proposals (RFPs) have been officially released to advance the launch of the Emergency Stabilization Program. These competitive solicitations are central to the City’s multi-phased recovery approach, ensuring timely stabilization of damaged structures while preparing for long-term repair.
RFP #1: Tornado-Damaged Residential Building Stabilization Services
This solicitation seeks qualified general contractors to provide rapid stabilization services including securing properties, board-up, roof tarping, and limited debris removal. Contractors will operate within pre-established pricing and inspection protocols, with work occurring across geographically designated service zones to ensure citywide coverage.
RFP #2: Program Management Services – Emergency Stabilization
This solicitation seeks a qualified firm to oversee field operations, coordinate contractor assignments, monitor work quality, and ensure compliance with established stabilization standards. The Program Manager will serve as the lead administrative and logistical partner in executing stabilization activities on behalf of the City.
Both RFPs represent essential components of the City’s coordinated disaster response, balancing the need for immediate safety with the technical complexity of managing hundreds of impacted residential structures.
