City of St. Louis Invites Residents to Interactive ZOUP Workshops to Review Draft Zoning Map and Standards

Community workshops on March 25, March 26 and April 1 will feature a draft zoning map and small-group discussions.

The City of St. Louis Zoning Upgrade (ZOUP) team invites residents, business owners and community stakeholders to participate in two interactive public workshops as part of the City’s zoning upgrade project. These workshops will provide the first opportunity for the public to learn about, and respond to, the draft zoning district map and development standards. After the workshops, the draft map and standards will be shared on the ZOUP website and in a Code Connect webinar for those who would like to provide feedback but are unable to attend the events in person. The draft map will then be refined through many iterations over the coming months.

“Our goal is to create a zoning code that is understandable, equitable, and implementable,” said Mary Hart Burton, the City’s Zoning Administrator. “Public input at this stage ensures that the zoning map will reflect neighborhood context and long-term community goals.”

Workshops will take place on Wednesday, March 25, 2026, at the Carpenter Branch Library (3309 S. Grand Blvd., Auditorium) and Thursday, March 26, 2026, at Delmar DivINe (5535 Delmar Blvd., Berges Auditorium). Doors will open at 5:15 p.m. and the program will run from 5:30 p.m. - 7 p.m. on both evenings. Each workshop will begin with a short presentation introducing the draft zoning map, followed by facilitated small-group discussions. You can register to attend here.

“Updating our zoning code is about making sure our regulations reflect the St. Louis we want to build for the future,” said Don Roe, Executive Director of the Planning & Urban Design Agency. “These workshops are designed to give residents a hands-on opportunity to see the draft map, ask questions, and help us refine it before the next phase.”

During the workshops, participants will engage in facilitated discussions focused on how the draft zoning districts support neighborhood needs, clarity and usability of the code, transitions between districts and overall alignment with adopted plans. Attendees will have the opportunity to identify areas that feel well-calibrated and areas that may need refinement before the next phase of the process.

Each workshop will focus on a different set of specific locations across the city that reflect a range of complex and challenging zoning conditions that are present across the whole city. Thoughtful feedback on these focus areas will serve as informative examples to represent varied neighborhood contexts, corridor types, and transition points to strengthen and refine the draft map and development standards.

All residents are encouraged to attend one or all workshops to review materials, talk with the project team, and share feedback.
