Mechanical Contractors Board of Examiners

Overview

The Mechanical Contractors Board of Examiners governs mechanical and pipefitting contractors who perform work regulated by the City’s Mechanical Code. The Board reviews applicants’ qualifications for licensing and oversees matters related to mechanical contracting and pipefitting work.

The Board consists of five members appointed by the Mayor. Ordinance 70800 and City Code Sections 25.10.030 through 25.10.070 authorize the Board.

Board Makeup

The Board consists of five members appointed by the Mayor. Membership includes:

• One employing mechanical contractor who performs work within the City of St. Louis
• One registered professional engineer employed by the City of St. Louis
• Two journeyman pipefitters, including:
  • One primarily involved in maintenance work
  • One primarily involved in industrial work
• One user of a mechanical system regulated by the Mechanical Code who is an owner, lessee, keeper, or authorized agent of a commercial structure

Each member must be a United States citizen.

Members serve four-year terms or until their successors are appointed and qualified by the Mayor. Non-City employees may receive compensation on a per-meeting basis when authorized by a separate ordinance.

Functions of the Board

The Mechanical Contractors Board of Examiners is responsible for:

• Reviewing applicants’ qualifications for mechanical contractor and pipefitter licenses
• Governing mechanical and pipefitting contractors who perform work regulated by the Mechanical Code
• Overseeing licensing requirements for regulated mechanical work
• Applying applicable provisions of the City’s Mechanical Code
• Supporting the safe installation, replacement, maintenance, repair, renovation, and remodeling of regulated mechanical systems

The Mechanical Code generally applies to regulated work in commercial structures. Certain residential buildings, lower-cost projects, public utilities, and work performed by a property owner’s employees may be exempt under the applicable City Code provisions.
