The Plumbers and Drainlayers Board of Examiners reviews licensing matters, apprentice applications, complaints, and other business related to plumbing and drainlaying work in the City of St. Louis.
Overview
The Plumbers and Drainlayers, Board of Examiners meets on the fourth Monday of each month, unless adjusted due to a holiday. The Board hears and determines charges or complaints against Master Plumbers, Drainlayers, and licensed Journeyman Plumbers; reviews apprentice applications; and conducts other lawful business of the Board.
The Board consists of five members appointed by the Mayor with approval from the Board of Aldermen. Ordinance 71644 authorizes the Board.

Board Makeup
The Board consists of five members appointed by the Mayor with Board of Aldermen approval. Membership includes:
- One City of St. Louis certified licensed Master Plumber, who serves as Chair
- One City of St. Louis licensed Master Drainlayer
- One City of St. Louis licensed Journeyman Plumber
- One practicing plumbing designer with a Certified in Plumbing Design certificate
- One representative from the Plumbing Division
Members must be residents of the City of St. Louis or St. Louis County, United States citizens, and actively engaged in the plumbing trade or business for at least five years in the St. Louis metropolitan area.

Members serve four-year terms or until their successors are qualified, unless removed by the Mayor. Members may receive compensation for service on a per-meeting basis, except for the Plumbing Supervisor or their representative.
Functions of the Board
The Board of Examiners is responsible for:
- Reviewing and approving or denying license applications.
- Prescribing the administration, form, and content of licensing tests.
- Determining passing grades for required examinations.
- Reviewing written complaints from citizens related to plumbing or drainlaying procedures.
- Ordering inspections of plumbing or drainage systems when needed for public safety.
- Revoking or suspending licenses following investigation and hearings.
- Determining qualifications for applicants seeking licensing, registration, or certification.
