SALARY: $82,000 - $87,000

GENERAL SUMMARY

Employees in this classification are responsible for overseeing the accounting/financial functions for the Treasury Operations department.‭  ‬Incumbent directs and supervises the activities of support staff.

ESSENTIAL JOB FUNCTIONS

Plans,‭ ‬organizes,‭ ‬coordinates and controls the work unit’s operations/programs to establish operational priorities,‭ ‬coordinate these operations with other functions within the agency,‭ ‬and ensure program objectives and standards are established,‭ ‬attained and congruent with overall goals.‭ ‬Reconciles monthly bank and funds investment accounts.‭ ‬Books interest for short term investments.‭ ‬Works with‭ ‬4‭ ‬investment managers on reporting and compliance issues.‭ ‬Manages the processing of City of St.‭ ‬Louis Treasury Department wage garnishments.‭ ‬Manages the processing of payroll processing during pay weeks.‭ ‬Monitors daily cash and checks received‭; ‬verifies remote deposits and enters on general ledger.‭ ‬Posts positive pay exceptions,‭ ‬review posting reports,‭ ‬and transfer funds.‭ ‬Submits void payment orders to bank and reissues checks.‭ ‬Transfers payroll direct deposits ach transaction to bank‭; ‬maintains non-traditional payouts of payroll debit cards.‭ ‬Determines performance evaluation standards and procedures to provide information to subordinate staff on individual work performance expectations to ensure complete and objective appraisal of subordinates‭’ ‬performance.‭ ‬Oversees subordinate personnel in the performance of daily operations‭; ‬assigns tasks and monitor’s progress.‭ ‬Oversees and participates in the preparation of fiscal records,‭ ‬payrolls and new accounts.‭ ‬Directs review of accounting reports and records.‭ ‬Reconciles ledger‭; ‬directs or participates in making general ledger entries.‭ ‬Acts as Assistant Treasurer when he/she is not available.‭ ‬Supervises the maintenance of journals and entries‭; ‬review reports to ensure accuracy.‭ ‬Reviews procedures to determine if detailed and accurate documentation exists‭; ‬proposes new procedures to increase efficiency/quality of operations.‭ ‬Supervises posting and posts to computerized general ledger‭; ‬supervises the compiling and posting of information into subsidiary ledger accounts.‭ ‬Responds to inquiries and complaints regarding unit or function.‭ ‬May assist with preparation of budget.‭ ‬May review status of funds.‭ ‬May assist with the input and processing of invoices.‭ ‬Writes procedures for proper processing of items within fiscal unit.‭ ‬Obtain signed documents‭ (‬for ACH signup‭) ‬as requested for new grants.‭ ‬Manages up to six employees in the Treasurer's Finance Section.‭ ‬Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.‭ ‬Responsibilities include training employees‭; ‬planning,‭ ‬assigning,‭ ‬and directing work‭; ‬appraising performance‭; ‬addressing complaints and resolving problems. Other duties as may be assigned by supervisor or Treasurer’s Office management.

JOB QUALIFICATIONS

Requires a Bachelor’s degree in Accounting,‭ ‬Finance,‭ ‬or related field and a minimum of‭ ‬3-5‭ ‬years experience in accounting or finance.‭ ‬A Master’s degree in Finance preferred.‭ ‬Supervisory experience is strongly preferred.‭ ‬Requires the ability to perform mid to upper-level data analysis including the ability to coordinate,‭ ‬strategize,‭ ‬systemize and correlate,‭ ‬using discretion in determining time,‭ ‬place and/or sequence of operations within an organizational framework.‭ ‬Requires the ability to implement decisions based on such data,‭ ‬and overseeing the execution of these decisions.‭ ‬Requires the ability to utilize a variety of reference,‭ ‬descriptive and advisory data and information such as requisition requests,‭ ‬journal entries,‭ ‬technical operating manuals,‭ ‬regulations,‭ ‬procedures,‭ ‬and non-routine correspondence.‭ ‬Requires the ability to apply principles of influence systems such as supervision,‭ ‬managing,‭ ‬leading,‭ ‬teaching,‭ ‬directing,‭ ‬planning,‭ ‬coordinating and controlling.‭ ‬Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.‭ ‬Requires the ability to exercise the judgment,‭ ‬decisiveness and creativity required in situations involving the direction,‭ ‬control and planning of an entire program or multiple programs.‭ ‬Experience with all aspects of finance function including accounting,‭ ‬financial reporting,‭ ‬budgeting,‭ ‬journal entries and forecasting.‭ ‬Must be PC proficient and experience with large,‭ ‬automated accounting systems a plus.‭ ‬Advanced Microsoft Office‭ (‬Word,‭ ‬Excel,‭ ‬Outlook,‭ ‬and PowerPoint‭) ‬skills.‭ ‬Intermediate or Advanced experience in Oracle,‭ ‬CashPro,‭ ‬SinglePoint,‭ ‬Access,‭ ‬Pinnacle,‭ ‬Commerce Connect,‭ ‬JP Morgan Access,‭ ‬Regions One Pass,‭ ‬EON,‭ ‬MOSIP and Express Tax.
