                                                                       NOTICE OF PUBLIC HEARING

                                                                                    CONCERNING

                                                  THE ISSUANCE BY THE CITY OF ST. LOUIS, MISSOURI

                                                            OF ITS SPECIAL FACILITIES REVENUE BONDS

Notice is hereby given that on Monday, October 30, 2023, at 2:00 p.m., The City of St. Louis, Missouri (the “City”) will conduct a public hearing regarding the proposed issuance by the City of a series of special facilities revenue bonds (the “Bonds”) in an aggregate principal amount not to exceed $80 million for the purpose of financing costs of an airport as such term is used in Section 142(a)(1) of the Internal Revenue Code of 1986, as amended (the “Code”) and, specifically, to finance the costs of improvements to the St. Louis Lambert International Airport (the “Airport”).  The Airport is owned and operated by the City and is located at 10701 Lambert International Boulevard, St. Louis, Missouri.  The Bonds will be limited obligations of the City, payable from certain payments to be made by Southwest Airlines Co. pursuant to a Special Facilities Agreement and a Guaranty and certain other pledged funds.  The Bonds will not be a debt of the City, the State of Missouri (the “State”), or any political subdivision thereof; and neither the City nor the State, nor any political subdivision thereof, will be liable thereon, nor in any event will the Bonds be payable out of any funds or properties other than those of the City pledged thereto.  The taxing powers of the State and the City are not pledged to the payment of the Bonds.

The hearing will be held at City Hall, 1200 Market Street, Room 311, St. Louis, Missouri 63103, for the purpose of giving interested persons an opportunity to be heard on the proposed plan of financing.

The hearing will be open to the public.  All interested persons will be given an opportunity to express their views, both orally and through written statements which are submitted to the City on or before the hearing.  Those persons who desire to speak or have their written statements read during the hearing must provide a written request to the City at least 24 hours before the hearing.  Written requests and any associated written statements should be emailed to garvinm@stlouis-mo.gov, or delivered to City Hall, 1200 Market Street, Room 314, St. Louis, Missouri 63103, Attention Michael A. Garvin, Esq., no later than 2:00 p.m. on Friday, October 27, 2023.

The City makes reasonable accommodations for any known disability that may interfere with a person’s ability to participate in public meetings.  Persons needing an accommodation must notify the City, by telephone or in writing, to Michael A.
