Substantial Amendment to 2015–2019 Consolidated Plan and 2019 Annual Action Plan
The Community Development Administration (CDA) published a Substantial Amendment to its 2015–2019 Consolidated Plan and 
2019 Annual Action Plan on Wednesday, February 14, 2024, to solicit public comments.

Public Comment Period/Written Comments
The public comment period begins on February 14, 2024. The views of citizens, public agencies, and other interested parties are strongly encouraged. Written comments should be addressed to CDA,  1520 Market Street, Suite 2000, St. Louis, MO 63102 or via email at CDBG@stlouis-mo.gov. 

Written comments will be accepted until February 21, 2024.

Documents Available for Review
The Substantial Amendment to the 2015–2019 Consolidated Plan and 2019 Annual Action Plan is available for review as of February 14, 2024, at CDA located at 1520 Market Street Suite 2000 and online athttps://www.stlouis-mo.gov/CDA/documents/2024-substantial-amendment-heritage-house.cfm

This Substantial Amendment will enable the City to accelerate deployment of funds to prevent, prepare for and respond to COVID-19 by i) meeting the urgent needs of Heritage House Apartment residents; ii) providing food assistance to food insecure low to moderate income individuals; iii) providing rental assistance to housing insecure low to moderate income residents. This $13,231,362 allocation of CDBG-CV funds was authorized by the CARES Act, Public Law 116-136. CDBG-CV program funds are administered by the Community Development Administration of the City of St. Louis.
