Overview

An Executive Order establishing a Board of Directors for the Saint Louis Area Agency on Aging and appointing an initial membership of such Board. WHEREAS, the City of St. Louis has established the St. Louis Area Agency on Aging (“SLAAA”) as a division of Department of Human Services (“DHS”) pursuant to Ordinance No. 68996, codified at Sections 3.36.470-510 of the City Code; and WHEREAS, federal regulations codified at 45 C.F.R. § 1321.55(b)(10) were recently amended to require that area agencies on aging such as SLAAA have a Board of Directors; and WHEREAS, SLAAA currently has an Advisory Council in accordance with federal regulations and Ordinance No. 68996; and WHEREAS, federal regulations codified at 45 C.F.R. § 1321.63(d) provide that no individual may serve on both the Advisory Council and Board of Directors of the same area agency on aging.

Board Duties and Purpose

In accordance with 45 C.F.R. § 1321.55(b)(10), the purpose of the Board shall be to assess needs, design solutions, track overall success, stimulate change, and plan community responses for the present and for the future. The Board shall also receive periodic financial reports regarding SLAAA from DHS staff. The Board shall have no power to bind SLAAA contractually or to obligate or expend SLAAA funds. Ultimate control over SLAAA shall remain with the City.

(10) Have a board of directors comprised of leaders in the community, including leaders from groups identified as in greatest economic need and greatest social need, who have the respect, capacity, and authority necessary to convene all interested persons, assess needs, design solutions, track overall success, stimulate change, and plan community responses for the present and for the future.
