Summary

Purpose of the Bill: This bill authorizes and directs the City of St. Louis to let contracts and provide for design, right-of-way acquisition, and construction for the Cass Avenue Multimodal Corridor Improvements Phase 1 (Elliot to Tucker); Traffic Management Enhancements Ph. 9 (Skinker/McCausland from Page to Canterbury, and Arsenal from McCausland to Ivanhoe); and Christy Greenway Ph. 2 (Holly Hills to Kingshighway). The bill also authorizes the City of St. Louis to enter into supplemental agreements with the Missouri Highway and Transportation Commission, Federal Highway Administration, utilities, railroads, Bi-State Development Agency, Land Clearance for Redevelopment Authority (LCRA), Great Rivers Greenway District (GRG), and other governmental agencies and parties as necessary for the completion of the projects. Project Description: 1. Cass Avenue Multimodal Corridor Improvements, Phase 1 (Elliot to Tucker): The Cass Avenue Multimodal Corridor Improvements Phase 1 Project involves the transformation of a 1.25 mile section of Cass Avenue from Elliot Avenue to Tucker Boulevard. The project is designed to provide safe multimodal transportation choices and vital connections to regional active transportation networks to support healthy, affordable neighborhoods, the new National Geospatial-Intelligence Agency (Next NGA West) campus, K-12 school access, and local businesses and institutions. With the reduction of traffic lanes, integration of traffic calming measures, new lighting, and a continuous shared use path, the new Cass Avenue will meet the needs of people that live and work along the corridor. 2. Traffic Management Enhancements, Phase 9: This project involves upgrading twenty-one (21) traffic signals, monitoring cameras, and other equipment along 4.6 miles of Skinker/McCausland from Page to Canterbury, and Arsenal from McCausland to Ivanhoe. Fiber optic interconnection will be installed to provide system connectivity along the corridor and the City's Transportation Management Center (TMC), and to allow for optimization of traffic signal timing. Work includes upgrading curb ramps and crosswalks at intersections to be compliant with the American with Disabilities Act (ADA). Also, the section of Skinker between Enright and Page will incorporate lane reductions and improved pedestrian accessibility and connectivity. 3. Christy Greenway, Phase 2 (Holly Hills to Kingshighway) This project extends the Christy Greenway approximately one mile along Christy Boulevard from Holly Hills Avenue to Kingshighway Boulevard. The proposed multiuse trail will provide a safe and comfortable environment through a raised concrete pathway separated from vehicular traffic. An extension of the Christy Greenway will connect through several City neighborhoods, and directly tie into the new bicycle lanes and intersection currently being constructed by the City through American Rescue Plan Act funding on Kingshighway at Neosho.
