Early Childhood Education Fund
Summary
The proposed bill would call for an election on November 5, 2024, for the purpose of submitting to the City of St. Louis voters a proposal to levy and collect a sales tax of one-half of one percent on all retail sales made in the City of St. Louis for the purpose of providing funds to improve the quality, affordability, and access to early childhood education in the City of St. Louis for children aged 5 years and younger. The proposed bill would also establish a fund for revenues received from the sales tax, to be called the Early Childhood Education Fund. Finally, the proposed bill authorizes the City of St. Louis Mental Health Board of Trustees to administer and expend the Early Childhood Education Fund. The proposed bill includes a severability clause and an emergency clause.
