An ordinance to regulate employer and employee working relationships between the City of St. Louis and all employees under the Classified Service, including a compensation plan, terms and conditions of employment, benefits, leaves of absence, and authorization for a Deferred Compensation Plan; repealing Ordinance 61999 except the provisions of Section 27 regarding Retirement, approved July 15, 1990, and all other ordinances or amendments, or parts thereof conflicting or inconsistent with the provisions of this ordinance; and containing an emergency clause.
