This Bill is the City’s annual appropriation of the Transportation Sales Tax imposed pursuant to Section 94.600 through 94.655, RSMo., from the City Transportation Trust Fund in the amount of $24,088,000 to the Bi-State Development Agency for transportation purposes for the period from July 1, 2023 through June 30, 2024. This Bill contains an emergency clause.

This Bill contains an emergency clause.

This Bill is the City’s annual appropriation of the Transit Sales Tax imposed pursuant to Section 94.660, RSMo., from the City Public Transit Sales Tax Trust Fund – Account ONE in the amount of $12,506,000 to the Bi-State Development Agency for the period from July 1, 2023 through June 30, 2024. This Bill contains an emergency clause.

An ordinance recommended by the Board of Public Service to conditionally vacate above surface, surface and sub-surface rights for vehicle, equestrian and pedestrian travel in the 10 foot wide north/south alley, the remaining portion of the 20 foot wide east/west alley and the 25 foot wide north/south alley in City Block 2273 as bounded by Union Pacific Railroad, 21st, Gratiot and 22nd, and a portion of Gratiot beginning 134.01 feet east of 22nd and extending 73.5 feet eastwardly to a portion of Gratiot previously vacated by Ordinance 65340 in the City of St. Louis, Missouri, as hereinafter described, in accordance with Charter authority, and in conformity with Section l4 of Article XXI of the Charter and imposing certain conditions on such vacation.

An ordinance recommended by the Board of Public Service repealing Section One of Ordinance 70524, a copy of which is attached hereto, and enacting in lieu thereof a new Section One of 70524, in order to make technical corrections to Ordinance 70524, which vacated above-surface, surface and sub-surface rights for vehicle, equestrian and pedestrian travel in several streets and alleys bounded by St. Louis Ave. on the north, 22nd St. on the east, Cass Ave. on the south and Jefferson Ave./Parnell St. on the west in the City of St. Louis, Missouri, as hereinafter de¬scribed and in accor¬dance with Charter authority, and in conformity with Section l4 of Article XXI of the Charter; repealing Section Six of Ordinance 70524, as all requirements of Section Six have been met and are no longer applicable; and repealing and Section Ten of Ordinance 70524, and replacing it with an emergency clause.

An ordinance appropriating the sum of $21,877,000, as described and defined in Section 94.600 through 94.655, RSMo. 2000 as amended for the period herein stated, which sum is hereby appropriated out of the “Transportation Trust Fund” to the Bi-State Development Agency for transportation purposes; and further providing that the appropriation is conditional upon the Bi-State Development Agency supplying the Board of Estimate and Apportionment an annual evaluation report; further providing that in no event shall the Comptroller draw warrants on the Treasurer for an amount greater than the amount of proceeds deposited in the “Transportation Trust Fund” during the period from July 1, 2018 through June 30, 2019; providing for the appropriation to be reduced if certain funds are used for other than public transit purposes; further providing that the appropriation is conditional upon Bi-¬State requiring the payment of prevailing wages and benefits to employees of outside service contractors; and containing a severability clause.

- An Ordinance pertaining to the Transit Sales Tax imposed pursuant to Section 94.660, RSMo., as adopted and approved by the voters of St. Louis City on November 4, 1997, pursuant to Ordinance 64111 creating the “City Public Transit Sales Tax Trust Fund” directing the Treasurer of the City of St. Louis to deposit funds received pursuant to said sales tax into the “City Public Transit Sales Tax Trust Fund – Account TWO” appropriating $11,560,000 from the said sales tax for the period herein stated to the Bi-State Development Agency for certain purposes; providing for the payment of such funds during the period July 1, 2018, through June 30, 2019; further providing that in no event shall the Comptroller draw warrants on the Treasurer for an amount greater than the amounts of the proceeds deposited in the “City Public Transit Sales Tax Trust Fund” during the period of July 1, 2018 through June 30, 2019; and containing a severability clause.

An Ordinance pertaining to the Transit Sales Tax imposed pursuant to Section 94.660, RSMo., as adopted and approved by the voters of St. Louis City on August 2, 1994, pursuant to Ordinance 63168 creating the “City Public Transit Sales Tax Trust Fund” directing the Treasurer of the City of St. Louis to deposit funds received pursuant to said sales tax into the “City Public Transit Sales Tax Trust Fund – Account ONE” appropriating $11,560,000 from the said sales tax for the period herein stated to the Bi-State Development Agency for certain purposes; providing for the payment of such funds during the period July 1, 2018, through June 30, 2019; further providing that in no event shall the Comptroller draw warrants on the Treasurer for an amount greater than the amounts of the proceeds deposited in the “City Public Transit Sales Tax Trust Fund” during the period of July 1, 2018 through June 30, 2019; and containing a severability clause.

An Ordinance adopting the 2018 International Fuel Gas Code with amendments; repealing Ordinance 68638; and containing a penalty clause, severability clause, savings clause, and emergency clause.

An ordinance establishing a three-way stop site at the intersection of Pernod Avenue and Tedmar Avenue regulating all traffic traveling eastbound and westbound on Pernod Avenue at Tedmar Avenue and regulating all traffic traveling southbound on Tedmar Avenue at Pernod Avenue, and containing an emergency clause.

An ordinance directing the Director of Streets to make such changes in the present traffic pattern controlling traffic on Greer Ave., Dodier Ave., and University Ave. in the 3500 block of said streets between N. Grand Blvd. and N. Garrison Ave so that as reconfigured the traffic pattern developed and in place as a result of the changes directed by this ordinance are as follows, namely: Greer - 3500 block - traffic to flow two-way between N. Grand Blvd. and N. Garrison Ave.; Dodier - 3500 block - traffic to flow two-way between N. Grand Blvd. and N. Garrison Ave.; University - 3500 block - traffic to flow one-way southeast between N. Grand Blvd. and N. Garrison Ave.

An ordinance recommended by the Board of Public Service to conditionally vacate travel on the north side of Forest Park Ave. abutting City Block 3919-E as bounded by Laclede, Spring, Forest Park and Vandeventer, and adjacent to 3763 (3745-3801) Forest Park.

An Ordinance directing the Director of Streets to change the 3200 block of Sullivan from a one way passage to a two way passage, and containing an emergency clause.

An ordinance pertaining to the authorization of a mutual aid agreement between the city of St. Louis and St. Clair County, Illinois, for St. Clair County, Illinois, law enforcement officer employees to provide law enforcement services and activities on MetroLink property within the city limits; finding a public safety need; setting forth certain powers, duties and liabilities of St. Clair County law enforcement officer employees while within the city limits of the city of St. Louis; containing definitions; a severability clause; and an emergency clause.

An Ordinance establishing a four-way stop site at the intersection of Mardel Avenue and Sulfur Avenue regulating all traffic traveling eastbound and westbound on Mardel Avenue at Sulfur Avenue and regulating all traffic traveling northbound and southbound on Sulfur Avenue at Mardel Avenue, and containing an emergency clause.

An Ordinance directing the Director of Streets to temporarily close, barricade, or otherwise impede the flow of traffic on Anderson Avenue at the north curb line of Dryden Avenue, and containing an emergency clause.

- An Ordinance recommended and approved by the Airport Commission and the Board of Estimate and Apportionment authorizing a First Supplemental Appropriation in the total amount of Four Hundred Eighty One Thousand Three Hundred Two Dollars from the Airport Development Fund, into the Airfield, Building & Environs Ordinance 70570 approved July 10, 2017, for the payment of costs authorized therein; and containing an emergency clause.

B.B.#7 – Davis - An Ordinance recommended and approved by the Airport Commission, the Board of Public Service, and the Board of Estimate and Apportionment, establishing and authorizing a public works and improvement program at St. Louis Lambert International Airport, consisting of capital improvement projects to and for the terminal complexes, concourses and gates, taxiways and ramps, and associated Airport structures, and facilities, and other necessary and related work or services for the development, construction, installation, implementation, administration, management or monitoring of the Airfield, Building & Environs Projects at a total estimated cost of Fifteen Million Dollars; authorizing an initial appropriation in the total amount of Five Million Three Hundred Eighty Two Thousand Five Hundred Forty Three Dollars from the Airport Development Fund to be expended for the payment of costs for work, services, materials and equipment authorized herein; and containing a severability and an emergency clause.

An ordinance recommended by the Board of Public Service to conditionally vacate travel in 10 foot wide "L" shaped alley in City Block 798 as bounded by Shenandoah, 10th St., Lami and Menard in the City.

An Ordinance establishing a two-way stop site at the intersection of Alfred Street and Bingham Street regulating all traffic traveling northbound and southbound on Alfred Street at Bingham Street, and containing an emergency clause.
