In April 2015, the Regional Convention and Sports Complex Authority ("RSA") filed a lawsuit challenging the validity of Ordinance 66509. That ordinance requires public input and a public vote before the City of St. Louis extends some forms of financial assistance to the development of professional sports facilities. The City Counselor's office has defended Ordinance 66509, asking for the Court to declare the ordinance valid and to dismiss the RSA's lawsuit.
