City of St. Louis Launches Impacted Tenants Fund

The Impacted Tenants’ Fund project is being implemented to assist eligible city renters who have been forced to relocate from their residence.

The City of St. Louis, in coordination with Employment Connection, is launching the Impacted Tenants’ Fund. The Impacted Tenants’ Fund project is being implemented to assist eligible city renters who have been forced to relocate from their residence due to their rented unit being condemned by the City Building Division since January 1, 2025. Eligible city renters also include those who lived in the City of St. Louis on May 16 and whose rental units were rendered uninhabitable by the May 16 tornado.

“The Board of Aldermen established the Impacted Tenants’ Fund because the City has a responsibility to help tenants who were forced to leave their residences for reasons out of their control,” said Adam Pearson, director of the Department of Human Services. “This fund demonstrates the City’s willingness to assist our neighbors who may have been displaced from their housing through no fault of their own.”

Employment Connection, the vendor for this program, will begin accepting applications for one-time financial assistance on November 21, 2025. Applications will be available at the Employment Connection office, 2838 Market St., St. Louis, MO 63103. Applications and documentation may also be submitted online. If applicants download and print out the paper form, they will need to drop it off at the Employment Connection office with the supporting documentation.

“During this year alone, the citizens of St. Louis have been through a historic ordeal," said Sal Martinez, chief executive officer of Employment Connection. “This program is just one part of a larger effort to rebuild and move forward. This effort involves city departments, business entities, nonprofit organizations, and more.”

Eligible tenants will receive funds for one-time assistance, equal to one month of rent, based on the federal government's fair market rates established. The criteria for eligible tenants include the submission of a lease that was current at the time of the qualifying event, signed by the applicant for the units that were impacted or condemned, a valid photo ID, and other documents such as a utility bill, official mail from the impacted or condemned rental unit, etc.

Applications will be accepted Monday through Friday, from 9 a.m. to 4:30 p.m., at the Employment Connection office, 2838 Market St., St. Louis, MO 63103. Their offices will be closed on the dates of Nov. 27 and Nov. 28.
