CDA Announces $2.7 Million in Funding Awards to Three LIHTC Projects Creating More Than 130 Affordable Housing Units
Funding awards will expand access to affordable housing and strengthen neighborhoods across the city.
Three developments in The Ville, Greater Ville, Fox Park, Benton Park West, and Tower Grove East neighborhoods will be supported by Low-Income Housing Tax Credit (LIHTC) funding through the Missouri Housing Development Commission (MHDC) and City of St. Louis Community Development Administration (CDA) to expand affordable housing and strengthen neighborhoods.
The City of St. Louis Community Development Administration (CDA), in partnership with the Missouri Housing Development Commission (MHDC), announced new funding awards on September 5, 2025, that will expand access to affordable housing and strengthen neighborhoods across the city.
The 2025 CDA Affordable Housing Production awards to the LIHTC-funded or applying projects reflect the City’s ongoing commitment to equitable, mixed-income communities — kick-starting new development in The Ville and Greater Ville and preserving historic housing in three South City neighborhoods. Together with MHDC, CDA has awarded a total of $2.6 million to three developments representing more than 130 new or preserved homes for St. Louis residents.

The Simmons Mark
Once a long-vacant neighborhood school, The Simmons Mark will soon reopen as a vibrant senior housing community. The project preserves a beloved building in The Ville, creating new service-enriched apartments and accessible homes that bring life and activity back to the heart of the neighborhood.

Fields Place at Natural Bridge will create 50 new mixed-income rental units across The Greater Ville. The new-build project combines HOME, MHDC, and Historic Tax Credit resources to rebuild neighborhood housing options with high-quality 1- and 2-bedroom units. Construction is expected to begin April 2025 and finish by October 2026.

Preservation II
Preservation II will renovate 71 affordable units within 28 historic buildings while upgrading interiors, improving energy efficiency, and preserving the architectural character of these South City neighborhoods. The project builds on DeSales’ 40-year track record of community-based development and will maintain affordability for 30 years while offering on-site resident services through DeSales Community Services.
