Summary
The City of St. Louis is seeking a consultant to support the Mayor’s Office and City of St. Louis Departments with data and evaluation for American Rescue Plan Act (ARPA) funded projects. The consultant will establish and implement a robust and comprehensive evaluation plan to support the programs, initiatives, and funding/grantee opportunities managed by the City as a result of funding received through the ARPA.

Desired qualifications include:
● Experience working with multiple government agencies and departments
● Experience in designing and conducting program evaluations, data analysis, and reporting findings
● Experience in data collection and evaluation on several projects across different issues with many stakeholders
● Experience engaging communities of color and multilingual engagement of communities. Trained in applying trauma-informed or similar sensitive population research approaches preferred.
● Must have a secure data collection platform with the ability to store sensitive and personal information.
● Demonstrated ability to produce high quality reporting/analysis deliverables in accordance with the timeline
