The Civilian Oversight Board (COB) was established to provide transparency and the accountability of the St. Louis City Police Department while ensuring community confidence. Ordinance 71749, Ordinance 70532 and Ordinance 69984 authorize the COB.

Board Makeup and Terms

The COB consists of nine members of the public, nominated by the Mayor of the City of St. Louis and confirmed by the Board of Aldermen.

A board member must:

  • Be a City resident.
  • Have reached the age of 18 by the date that they will take office.
  • Not hold or be a candidate of any public office in the State of Missouri.
  • Not be an employee of the City of St. Louis or of the State of Missouri.
  • Not have an immediate family member who is currently employed by the Division of Police.
  • Not be a current sworn police officer or corrections officer or a representative or employee of an employee association representing police officers.

All COB members are appointed for three-year terms.
