What a Licensee Shall or Shall Not Allow on Their Licensed Premise

Section 14.03.020 - Licensees at all times are responsible for the conduct of their business and at all times are directly responsible for any act or conduct of an employee on the licensed premise which is in violation of Ordinance 68536.

Licensees

Licensee shall

  • Keep all licenses posted in a conspicuous place on the licensed premises.
  • Keep the licensed premise clean and sanitary.
  • Keep all records pertaining to the business upon the licensed premises for a period of two years.
  • Report all changes in license information to the Excise Division in writing within fifteen days of such change.
  • Cooperate with the St. Louis Metropolitan Police Department and the Excise Division Officers at all times.
  • Maintain an orderly establishment on licensed premise at all times and immediately report or suppress any violent quarrels, brawl, fights or other improper or unlawful conduct of any person upon the licensed premise to the St. Louis Metropolitan Police, Excise Division.
  • Renew all licenses by the (anniversary) expiration date.

Licensee shall not

  • Sell intoxicating liquor and/or beer without a valid City of St. Louis and a valid State of Missouri liquor license posted upon the licensed premise.
  • Permit any person under the age of twenty-one from consuming intoxicating liquor or nonintoxicating beer on or about the licensed premise.
  • Sell or supply intoxicating liquor, wine or beer to any person under the age of twenty-one on or about the licensed premise.
  • Purchase liquor or beer from other than a duly licensed wholesaler.
  • Supply or sell intoxicating liquor and/or nonintoxicating beer to any person who is intoxicated or appears to be intoxicated.
  • Refill any liquor containers.
  • Allow bartenders to consume intoxicating liquor or nonintoxicating beer while working on the licensed premise.
  • Permit lewd entertainment and/or lewd conduct on or about the licensed premise.
  • Sell intoxicating liquor, wine and/or beer or store liquor products off  the licensed premise.
  • Permit another person to operate the licensed premise on your liquor license.
  • Permit or allow gambling and/or gambling devices upon a licensed premise.
  • Posses, sell, store, give away or otherwise dispose of upon or about the licensed premises or permit any person on the licensed premises to possess, store, sell or offer to sell, give away or otherwise dispose of any controlled substance.
  • Allow patrons to remove open containers of intoxicating liquor, wine and/or beer from the licensed premises.
  • No licensee shall change or alter the physical arrangement of his licensed premises so as to include greater space or the use of different or additional entrances, without first submitting an application for a building permit.  This includes your outdoor patio area and/or sidewalk cafe area.

Wholesalers

Wholesaler Shall

  • Only sell intoxicating liquor, wine and/or beer to licensed retailers.
  • Report all changes in license information to the Excise Division in writing within fifteen days of such change.
  • Renew all licenses by the expiration date.
  • Keep all licenses posted in a conspicuous place on the licensed premise.
  • Keep all records pertaining to the business upon the licensed premise for a period of two years.
  • Cooperate with the St Louis Metropolitan Police Department and the Excise Division Officers at all times.
  • Ensure that all licensees have a valid City and State liquor license and record the license number before making deliveries.

Wholesaler Shall Not

  • Give their products as a gift to any retail liquor licensed holder.
  • Sell intoxicating liquor, wine and/or beer to other than a duly licensed retailer.
