Overview
Registered Neighborhood Organizations (RNOs) are neighborhood-based groups that choose to formally register with the City of St. Louis. Registration helps residents and community organizations stay informed, connected, and active in shaping their neighborhoods. Registration opens August 3, 2026.
The RNO system was created through Ordinances 72030 and 72031 to make it easier for neighborhood groups to get official city notices about zoning, planning, and other changes that affect their area.
About the Registry
The RNO Registry is a public directory of neighborhood organizations that meet basic eligibility requirements and register with the City.
Registered groups receive timely public notices directly from city departments such as Planning, Zoning, and Building Division. These notices include updates on permits, hearings, and proposed developments in their area.
The RNO system is designed to:
- Support transparent and equitable communication between residents and city government
- Help ensure that all neighborhoods, especially those historically underrepresented, receive timely information
- Strengthen neighborhood voices and encourage resident participation
Registered organizations must hold at least four open meetings per year, have a publicly available governance document, and renew their registration annually by November 1.

Registered organizations will:
- Receive weekly communication from NSD by email that alerts you to the notices relevant to your neighborhood
- Be included in city-led community engagement opportunities
- Be listed publicly in the online RNO Registry for visibility and connection.
