Appropriation of a Portion of the Rams Settlement Funds

Summary

This Board Bill is recommended by the Board of Estimate and Apportionment appropriating a portion of funds received under the settlement agreement reached with the National Football League and the Los Angeles Rams. It authorizes certain expenditures of such funds, to the extent received, to support reinvestment in downtown and disinvested neighborhoods, including North and Southeast St. Louis, meeting certain thresholds under the Economic Justice Index; directs the investment of funds while agencies program and plan for necessary expenditures consistent with the Board Bill; provides that the City shall seek a return on any funds used for real estate rehabilitation projects in disinvested areas; and authorizes contracts and other documents to expend the funds, to the extent received. It contains a severability clause and contains an emergency clause.
