Overview
The Financial Analyst provides information for members of the Board of Aldermen and staff related to financial analysis, forecast models and evaluation of financial feasibility. The work includes research, evaluation and advisements. The position provides guidance and information related to legislation and budget matters.
Duties and Responsibilities
- Develops, prepares and maintains financial forecasting models including fiscal notes for proposed legislation.
- Performs estimations of future values using established forecasting methods.
- Researches and compiles critical data including local, state, regional and national economic trends for incorporation into forecasting models.
- Builds databases and complex spreadsheets to perform detailed financial and statistical computations.
- Critically evaluates financial plans for adherence to sound financial management principles and compliance with City’s fiscal policies.
- Performs detailed cost analyses, reports on expenditure trends and causes.
- Participates and assists Ways & Means Committee of the Board of Aldermen in the City’s annual budget process
- Performs a variety of research and fiscal analyses in support of policy development.
- Participates in and/or performs various fee studies, cost benefit studies, feasibility studies, return on investment or life cycle cost studies as assigned.
- Participates in a variety of special projects including evaluations and analyses of the fiscal impact of current and proposed legislation.
- Prepares periodic and ad-hoc financial analysis reports based on detailed research, critical analyses, and independent judgment.
- Makes presentations to management or staff on financial research and analyses performed.
- Assists with the preparation and presentation of the annual department budget.
- Other duties necessary to carry out the duties of this position and as assigned by the Clerk
Essential Knowledge and Abilities
- Principles and practices of established forecasting techniques and methods.
- Sources of economic and demographic data and principles, practices and methods of applying economics, demographics and social-economic research to the development of economic and financial forecasts.
- Sound financial management principles and practices.
Skill In
- Building and /or maintaining complex spreadsheet models.
- Application of established forecasting techniques and methods.
- Advanced research, collection, analysis and integration of economic, demographic and financial data from a variety of sources.
- Development of issues and findings from forecasting models and financial analyses, utilizing good judgment, critical thinking skills, problem solving techniques and sound decision-making skills.
- Advanced research and analyses of financial and budgetary issues.
- Preparation of professional reports.
- Understanding of computer software and database programs.
- Written and oral communication to a diverse audience.
- Establishing and maintaining effective working relationships.
- Management of multiple priorities.
- Attention to detail and accuracy.
- Ability to establish and maintain effective working relationships with employees, members of the Board of Aldermen, consultants, and other governmental agency representatives.
- Ability to communicate effective orally and in writing.
Training and Experience
Bachelor’s degree in accounting, public or business administration, or finance required and, at least three years of demonstrated financial accounting and analysis experience; OR, an equivalent combination of education and experience that provides the required knowledge and skill. Government experience is a plus.
Salary and Benefits
Salary: $70,000-$90,000.
