For the second year in a row, the City of St. Louis’ Community Development Administration (CDA) is administering the Commercial Facade Improvement Program — a big opportunity for small businesses to give their storefronts a fresh new look.

Funded through the federal Community Development Block Grant (CDBG) program, the initiative offers forgivable loans to help eligible businesses and business districts make exterior improvements that boost curb appeal and strengthen commercial corridors across the city.

How it Works

  • Forgivable loans from $5,000 to $50,000 per building

  • Eligible projects can include: awnings, doors, windows, painting, signage, lighting, and full storefront renovations

  • Funds can also cover architectural or engineering design services as part of the total project budget

  • Focus areas include major commercial corridors, and Neighborhood Revitalization Strategy Areas (NRSAs) citywide

Who Should Apply
This program is open to small businesses and property owners looking to improve commercial buildings. Unlike the main CDBG funding cycle — which focuses on nonprofit organizations providing social services — this program is designed to directly support small business growth.

Application Requirements
Approved projects must submit:

  • Completed Commercial Facade Improvement Program application (via CDA’s Salesforce portal)

  • Color photos of the existing façade from sidewalk or street view

  • Conceptual or architectural renderings of the proposed work with a clear scope of work

  • Itemized cost estimate from a licensed contractor on company letterhead

  • Proof that City of St. Louis taxes are up-to-date

  • Company W-9 form

  • (If leasing) written permission from the property owner for the improvements

  • Signed acknowledgment of the program guidelines

Calling All Contractors

CDA is also seeking contractors to work in the Commercial Facade Improvement Program. This RFP invites qualified contractors to perform exterior rehabilitation and repair services for 16 commercial businesses across St. Louis. Work may include awning and canopy installation or repair, entrance doors, windows, signage, exterior painting, exterior lighting, masonry tuckpointing, ADA upgrades, and more.

Contractors must be able to start work promptly once projects are assigned and should demonstrate experience completing multiple commercial projects on time. Sealed bids are due by 4:00 p.m. CST on Friday, September 10, 2025.
